Odyssey does not replace the filed pleading or signed judgment. Public documents move through the County Clerk's separate document service or the courthouse kiosks. Official Background Checks in Washington

The Washington State Patrol Criminal Records Division maintains the Washington State Identification System. Its public product, Washington Access to Criminal History, or WATCH, searches by name and date of birth. A public WATCH search costs $11 even when it finds no exact match. The public extract generally covers Washington convictions, pending arrests less than one year old, and registered sex or kidnap offender information. It is not the complete law-enforcement record.

A name match is not positive identification. WSP says fingerprints are needed to verify or disprove identity. A subject reviewing their own record can obtain prints and submit a fingerprint card to WSP. Fingerprint taking at the Olympia office costs $16, while the fingerprint-based record check costs $58. The live portal prices control because older forms may show stale amounts.

One Thurston Arrest, Four Record Keepers

A Thurston County arrest can create four related files. The arresting agency writes the incident and arrest report. Thurston Corrections records intake, custody, bail, and release. A missing court disposition may also leave an arrest cycle unresolved. For self-review, obtain the authoritative disposition from the court and send correction material to WSP. The WSP request forms separate name-based, notarized, and fingerprint channels.

Thurston County Criminal Records: What They Contain

Washington Public Access Laws

Agency records and court records follow related but different access rules. The Washington Public Records Act governs identifiable, nonexempt records held by executive agencies. General Rule 31 governs court-record access. Washington's Criminal Records Privacy Act permits broad dissemination of conviction data but restricts many releases of nonconviction data. Washington generally calls the adult conviction-clearing process vacation, not expungement. An eligible person petitions the court that imposed the sentence. RCW 9.94A.640 governs felony vacation, while RCW 9.96.060 covers misdemeanor and gross-misdemeanor vacation. Pending charges and many violent, person, sex, and other listed offenses can bar relief. Waiting rules depend on the offense and conviction history.

If granted, the court permits withdrawal of the plea or sets aside the verdict, dismisses the charge, and sends the order to WSP and local agencies. WSP forwards the update to the FBI. Vacation does not itself restore firearm rights and does not mean every historical court document is sealed.
